Why does Actual Cost Transactions View Sometimes Show Transactions From Prior Period?

Goal
On Actual Cost Transactions View, transactions are shown that occurred in the prior period.
If we include the costs and quantities of these transactions in the current period, the item cost does not match with the cost calculated by Actual Costing.
