All Standard Messages Are Showing As ERROR No Message Found! After Applying CPU PATCH FOR JAN 2019 (Doc ID 2520351.1)

Symptoms

 After applying the January 2019 CPU for Release 12.2 or 12.1.3

12.2.5 <patch 28840562>

12.1.3 <patch 28840561>

Find that the standard error messages are no longer shown correctly, instead the following message is displayed :

'ERROR No Message found!'

 This can be reproduced in any flow that would throw a meaningful error, for example when trying to approve a claim while the GL periods are not open.

 Because of this issue, the users are unable to see what is the actual error and therefore they are unable to fix it and use the application.
