With Step Dependency Defined, Subsequent Steps are not Automatically Released When Previous Step is Completed

As per definition step dependency will work as below
"For example, when Step 20 is dependent on Step 10 and there is no specified offset, then Step 20 is scheduled to start when Step 10 finishes. "
We have configured the system exactly the same way
We have 6 steps 10 to 60. IN step 20 we have defined a Step Dependency with
Previous Step = 10
Dependency Type : Finish to Start
Our expectation is Step 20 will start immediately once Step:10 is completed .
All operations are marked with Release Type = "Automatic"
But once Step 10 is completed Step 20 is not starting immediately but system is behaving incorrectly as with this setup if change Step 20 to WIP then step 10 is getting completed automatically
