Symptoms

On : 12.2.8 version, Work Management

Actual Behavior
In the 12.2.8 upgraded instance the UWQ form is blank and no nodes are painted. There are no errors shown in the form

Error

Java Console:

Forms Applet version is : 10.1.2.3
com.sun.deploy.security.BlockedException: JAR manifest requested to run in all-permissons only: http://xxxxxxxx.xxxxxxx.com:8010/OA_JAVA/oracle/apps/fnd/jar/fndaolj.jar
at com.sun.deploy.security.SandboxSecurity.showBlockedDialog(Unknown Source)

Steps to Reproduce

Open the Universal Work Queue (UWQ) form in the upgraded instance. ( In this case, upgrading from 12.1.3 to 12.2.8 )
UWQ form is blank without any errors.
