On : 12.1.3 version, FEDERAL_REPORTS

DATA Act File C Missing Awards when net activity for period is $0

The issue is that if during a given quarter, the net impact to a given account is $0, the file C logic ignores the record. However, because this record exists in File D, a warning is thrown at the broker (see text below). Our customer feels that this data should be included in file C.

Each unique PIID (or combination of PIID/ParentAwardId) from file D1 should exist in file C during the same reporting period, except D1 records where FederalActionObligation = 0.

STEPS

The issue can be reproduced at will with the following steps:
1. GO to Federal Administrator
2. Run the Data ACT file
