"Username is already used" When Attempting To Register A New iStore User (Doc ID 2521535.1)

Link Applications user with OID user with same username (APPS_SSO_LINK_SAME_NAMES) = Y
Applications SSO LDAP Synchronization (APPS_SSO_LDAP_SYNC) = Y

Symptoms

When attempting to register a new user,  the following error is seen,

ERROR
-----------------------
Username is already used


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Register new user using the 'Register as a user of an existing company' page

Changes

 Profile Profile Applications SSO LDAP Synchronization was enabled
