Have an employee that lives in Maryland and works in Texas. There is no Maryland tax withheld

The issue can be reproduced at will with the following steps:
1. Employee lives in Maryland
2. Employee works in Texas
3. Process a Payroll
4. See there is no Maryland tax withheld
