ACTUAL BEHAVIOR
---------------
Have an employee that lives in Maryland and works in Texas. There is no Maryland tax withheld

EXPECTED BEHAVIOR
-----------------------
Maryland state taxes to be withheld

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee lives in Maryland
2. Employee works in Texas
3. Process a Payroll
4. See there is no Maryland tax withheld

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot pay this employee correctly. The employee expects to have State Income Tax Withheld and has none. This will put the employee in a bad place at the end the year as they could owe a large amount of tax to Maryland. They could also face fines and penalties if they do not have enough tax withheld.
