Offer Status Doesn't Change Between Budget Approver And Offer Approver In an Approval Cycle (Doc ID 2522078.1)

If there are different set of budget approvers and offer approvers and an offer is associated with a budget and is pending for budget owner approval the offer status at that point is 'Submitted - Budget Approval' and once the budget owner approves and it is pending with offer owner it still remains with the status ' Submitted - Budget Approval' however it is actually waiting for offer owner approval.

Can't we precisely see the status as 'Submitted - Offer Approval' ?
