ACTUAL BEHAVIOR
---------------
Plant Resources CR_RSRC_DTL is allowing multiple records for same Resource + Organization combination

Step to reproduce: 
Pre-Requisite: Create a Generic Resource e.g. XXX (CR_RSRC_MST_B and CR_RSRC_MST_TL) first. The RESOURCES column is a unique key.


Menu Path: Make>Plant Resources. (Select any Organization e.g. YYY)
1)Create a Plant TResource record for XXX and YYY
2)Do not save the record. Press Down Arrow to create a blank record and then create a second record for XXX and YYY.
3)Then Save. This creates 2 recods in CR_RSRC_DTL for (XXX, YYY)

However, if After Step1, the record is saved first and then a second record is created for XXX and YYY an error is raised APP-GMP-84395: Duplicate Record.


EXPECTED BEHAVIOR
-----------------------
There should not be more than one record in CR_RSRC_DTL for a given RESOURCE and ORGANIZATION_ID combination

The issue has the following business impact:
Due to this issue, users cannot define plant resources
