Switch Manager Functionality In Performance Management (Doc ID 2522360.1)

Symptoms

On Test and Prod :  12.2.4 version,R12.HR_PF.C.Delta.12 Appraisals

ACTUAL BEHAVIOR  
---------------
The "Switch Manager" functionality from HR Professional V4.0 responsibility is not
working as expected.   After switching manager, the user is able to Cascade and
View objectives from the Switched manager,  but while Managing Appraisals the Switch
manager functionality gets rolled back to the logged in User.

EXPECTED BEHAVIOR
-----------------------
Expect the Switched Manager functionality to remain throughout the Appraisal
processing during the login session.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Logged in with USER1 user
2. Click on HR Professional Responsibility – Performance Management > Click on “Switch Manager”
3. Switched user to USER2
4. Manager Performance Management Task List > Select Manage Appraisals
5. Performance Management > Appraisals in progress >  user is reverted to USER1

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Managers are unable to take advantage of the "Switch Manager"  functionality.
