Symptoms

On : 12.1.3 version, API Issues

ACTUAL BEHAVIOR
---------------
While using the following two APIs observed that the LAST_UPDATE_DATE is not updated where as LAST_UPDATED_BY is corrected updated.
GMD_ROUTINGS_PUB.update_routing and GMD_ROUTING_STEPS_PUB.update_routing_steps

EXPECTED BEHAVIOR
-----------------------
Expect LAST_UPDATED_DATE to be updated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Run API and verify data in forms:
1. Responsibility: OPM All
2. Navigation: Process Engineer > Process Routings
