ACTUAL BEHAVIOR

Duplicate Asset Returns were created from two runs of Terminate Expired Contracts.
EXPECTED BEHAVIOR

Expect that only one Asset Return would be created.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Terminate Expired Contracts twice with both requests starting at the same time.

The issue has the following business impact:
Due to this issue, the second request should not exist.
