Problem Statement:

After applying 2019 TYE patches the FPS and P60 processes take longer than expected to complete.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Apply the 2019 TYE patches.
  2. Run FPS / Run P60
  3. FPS is longer than expected to complete.
