Symptoms
While attempting to change the owner on the item instance in the Installed Base user interface, the following error message displays

OKC_CONTRACTS_REQUIRED_VALUE (COL_NAME=Bill to id is not Valid)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Installed Base Agent User > Search Item Instance > Update Item Instance
2. In Update Item Instance page, click on 'Change Owner' button
3. Make changes, and Apply> Error displays on the Update Item Instance page.
