After upgrading from 11.5.10.2 to 12.2.7 ,Payroll Archiver (International Payroll) Errors

 ORA-06512: at "APPS.HR_DYNSQL", line 1924
 ORA-06512: at "APPS.HR_DYNSQL", line 2451
 ORA-06512: at "APPS.PAY_POPULATION_RANGES_PKG", line 287
 ORA-06512: at "APPS.PAY_POPULATION_RANGES_PKG", line 593
 ORA-06512: at line 1

 followed  <note  883393.1> and applied HRGLOBAL.drv, however issue persists and  noticed that  the legislation is in "Failed" Status.
