Symptoms
ACTUAL BEHAVIOR
---------------
The Receiving Transactions Register (XML) report (RCVTXRTR_XML 120.0.12020000.10) does not honor the buyer parameter. Provided a parameter for Buyer Name "LastName, FirstName" for given date range and without a date range, but output shows for all the buyers.
EXPECTED BEHAVIOR
-----------------------
Expect the text and XML versions of the Receiving Transactions Register to produce identical data, formatted appropriately.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inventory > View > Reports > Submit new Requests > Receiving Transactions Register (XML)
2. Input date range and buyer parameters.
3. Review report output.
4. Observe that the buyer parameter IS NOT honored.
5. Run the text version of the report with same steps 1-3
6. Observe that the buyer parameter IS honored.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot utilize the Receiving Transactions Register (XML) report for an individual buyer and date range. The known workaround is to use the text version of the report, which works correctly.
