Symptoms
When attempting to open an Award Notification, only in Russian language, the following error occurs:
STEPS

The issue can be reproduced at will with the following steps:
1. Publish Auction:
2. Create Bid (surrogate):
3. Close Auction:
4. Save Award:
5. Complete Award:
6. Open Notifocation:
7. Get an error (on first attempt):
