When Processing A Debrief For A Serial Number The Operating Unit Information Is Not Passed To Install Base (Doc ID 2528078.1)

On : 12.1.3 , Debrief

When the item instance is created from the Debrief process, The operating unit details are updated in Install Base (IB).

However if you create a material debrief line for an existing item instance/serial number the Operating unit is not passed to IB.
The following error occurs in the debrief posting program:

Debrief header ID: <DEBRIEF_HEADER_ID>
The Passed Operating Unit
000000000000000000E+125) Id entered is invalid or it does not exists in HR
tables. Please provide a valid Operating unit.
l_processed_flag: COMPLETED W/ERRORS
l_debrief_error_status: <DEBRIEF_ERROR_STATUS>
l_assignment_status_id: n
l_object_version_number: n
Calling update_assignment_status:
l_return_status: S

The expectation is that the operating unit information will be passed to Install Base.

The issue can be reproduced at will with the following steps:
1. Create item.
2. Create serial and instance for the item.
3. Create a Service Request and Task.
4. Create material debrief and enter the serial number for the debrief line.
5. Complete Debrief.
6. Log shows a warning.

The Passed Operating Unit
(9.990000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000E+125) Id entered is invalid or it does not exists in HR tables. Please provide a valid Operating unit
