On : 12.1.3 version, State Quarterly Wage Listings

ACTUAL BEHAVIOR
---------------
The employee has a hyphenated last name and they are seeing special characters in the New York State Periodic Wage Listing .mf file. This file is being rejected by the state of New York.

EXPECTED BEHAVIOR
-----------------------
To be able to use the delivered .mf from the State Periodic Wage Listing to submit to the state

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have an employee that works in New York with a hyphenated last name
2. Submit the State Periodic Wage Listing for Q4 New York
3. See this employee on the .mf with Special Characters
4. The .mf file was rejected by the state
