In R12,EBS application is blank and can not connect to database.

Symptoms
All the end user can not login and the home page is blank.
Tnsping is hang when trying to connect database
In alert log file,the following errors were found
Fatal NI connect error 12537, connecting to:
(LOCAL=NO)
