In Change Order Page Time Part Of Need By Date Is Defaulting With The 'Current Time' Changing The Need By Date By Using Date Picker (Doc ID 2528358.1)

ACTUAL BEHAVIOR

In Oracle iProcurement, Change Order page (for both purchase requisition and internal requisition), when user edit Need-By
using the date picker, the time part of Need By date becomes the current time.

EXPECTED BEHAVIOR
-----------------------
Expect the the time part of Need By date will stay the same, even if the date has been changed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set default time for Need By Date in iProcurement Preference(i.e.: 23:00);
2. Go to iProcurement -> Requisitions, and find a requisition with PO created,
3. Select it and click Change
3. In Change Order page, click the calendar icon besides Need-By,and choose a new date, see the default time (23:00) remains the same.
