Uncosted Material Transaction Has Distribution

Symptoms
Actual Behavior
There are a lot of uncosted record in MTL_MATERIAL_TRANSACTIONS and WIP_COST_TXN_INTERFACE tables.
However, there is no any costing error record(costed_flag = E or process_status = 3) although cost manager is active. Also there is no Cut-off date in any organizations.
Expected Behavior
Uncosted material transactions should be costed by cost manager.
Steps to Reproduce
- Run cost manager
Changes
Updated costed flag. Back-end intervention.
