TAX_CODE_UPLIFT_VALUES Wrong and SOY Processed in COMMIT Mode (Doc ID 2528480.1)

Symptoms

Problem Statement:

The customer has run the Start of Year process in Commit mode with the wrong values in the table TAX_CODE_UPLIFT_VALUES.
TAX_CODE_UPLIFT_VALUES values present when SOY run(for example):
L 59 rather than 65
M 65 rather than 71
N 71 rather than 59

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  Go to HRMS Responsibility
  2.  (N) > Other Definitions > Table Values
  3.  Date track 06-04-2019
  4.  Find table TAX_CODE_UPLIFT_VALUES (L = 59, M = 65, N =71)
  5.  Go to (N) > View > Request > Submit a New Request > Start of Year > Validate and Commit ModeGo to (N) > View > Request > Submit a New Request > Start of Year > Validate and Commit Mode
