OAF Personalize Page and Personalize Region links are not visible
EXPECTED BEHAVIOR

OAF Personalize Page and Personalize Region links should be displayed to create a personalization
STEPS
-----------------------
1. Personalization enabled at user level - user1
2. FND: Personalization Region Link Enabled – user1
3. Go to any other OAF Page Functional Administrator say for example, Personalize Page and Personalize Region links are not visible
