Symptoms
When attempting to duplicate a plan element, the following error occurs.

The effective dates for the period quota are not within the date range of the plan element
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Plan Admin>Maintain Component Library> Search Plan Element >
1. Query an existing plan element
2. Click the Duplicate icon
3. Observe the error
