Hold Functionality Is Not Working As Expected (Doc ID 2529612.1)

Symptoms

Header level invoicing hold is getting applied on lines, even when line level invoicing is being used.       

-- Expected Behaviour
Expect header level invoicing hold not apply to line level invoicing.

-- Steps
The issue can be reproduced at will with the following steps.
1. Order Management Super User responsibility
2. Create a hold based on order header workflow activity:
WF Item - OM Order Header
WF activity - Header Level Invoice Interface
3. Apply hold
4. Create line and take it to invoicing
5. Line gets stuck at status "Awaiting Invoice Interface - On Hold" even the hold is defined at header level.
