Cost Basis "Shipment Total Cost Including Fixed Cost" Do Not Consider Accessorial Cost (Doc ID 2530106.1)

Symptoms

When having a Rate Cost using the basis "Shipment Total Cost Including Fixed Cost", this percentage is expected to be applied to the total shipment cost including the Accessorial Cost.

Instead, it is just applying the percentage to the Base Cost (without the Accessorial).
