Symptoms
GST:Non Recoverable Taxes applied on Bill of Entry (BOE) Receipt are not getting transferred to FA
STEPS

The issue can be reproduced at will with the following steps:
1. Create PO Receipt with Import non-recoverable taxes.
2. Apply BOE and run the "Create Mass Addition" program.
3. Observe that Tax amount did not transferred to FA.
