Material Yielded from Make to Order (MTO) Batch is not Getting Reserved to the Sales Order, Even Though Material Status Allows Reservations

Symptoms
On : 12.2.5 version, Batches
Batch is created based on sales order using MTO functionality.
When product is yielded from batch, the inventory is not getting reserved to the sales order.
The workflow shows an error:
"Cannot Transfer Batch Reservation to a Non-reservable
Location"
The org uses Onhand Material Status. The org default status, the item default status, and the actual onhand status of the material yielded all allow reservations. The subinvntory allows reservations.
