ACTUAL BEHAVIOR

Location Change not allowed in Sales Order > Tools > India Tax Details

EXPECTED BEHAVIOR
-----------------------
Expects Location Change must be allowed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a sales order
2. Navigate to Tools > India Tax Details
3. Change the location. Save.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot ship the order
