Work In Process (WIP) Mass Load Does Not Add Components To A WIP job and Fails With WIP_WEI_IGNORED... Errors (Doc ID 2531448.1)

Symptoms

When attempting to add components to a WIP job, the following error occurs intermittently:

ERROR
WIP_WEI_IGNORED (INTERFACE=24212914) are found in the WIP_INTERFACE_ERRORS table


STEPS

The issue can be reproduced at will with the following steps:
1. Load WIP_JOB_SCHEDULE_INTERFACE table with data, Load the WIP_JOB_DTLS_INTERFACE with data.
2. In the WIP_JOB_DTLS_INTERFACE, the INVENTORY_ITEM_ID_OLD column equals INVENTORY_ITEM_ID_NEW column
3. Responsibility = Work In Process (WIP)
4. Import the group_id
