Unable To Complete Req Amendment For Requisitions With Multiple POET Distributions

Symptoms
When a requisition line has more than one POET/Distribution unable to complete the necessary steps to submit the amendment.
The user clicks apply, but remains stuck in the Edit-Lines section of the req amendment.
There is no way to return to step 1 of 3 to submit the Req Amendment.
User receives the following standard message: Project Information Modifications: Funds will be unreserved from the project, and will be allocated to the updated project when the amendment final approval is complete.
If only one distribution on the Req Line, the user will be able to click 'Apply' and return to step 1 of 3. This is not the case with multi-distribution Requisition Lines.
