Goal

Summary of Issue
------------------
Kit Item -- 'XXX-XXX40' with two Shipment line items -- 'ASSY-XXX-XXX40' & 'SUB-XXX08' .
When shipping only one line item 'SUB-10008, user observed that the Kit item line
progresses to Closed instead of Awaiting fulfillment.

Why is the Kit Item progressing to Closed instead of Awaiting_Fulfillment?
