RM Bug-29330167:To Value Security Not Working after applying Patch 16983427

Had applied patch 16983427 which caused User To Value Security to no longer work for report manager reporting.

The users now had access to everything even though all of the setups have remained identical. Then applied this patch to the DEV and PROD environments and the issue exists in both.

However, did not apply to the Test Environment and the security was working correctly there.  Even removing all security rules and then recreate them did not work. Even applying patch 26091061 did not work.

Why so?
