Workflow Status Diagram Not Appearing due to General SSLEngine Problem Error (Doc ID 2533424.1)

Symptoms

On : 12.2.6 version, Workflow Diagram

When attempting to open the WF diagram,
the following error occurs.

ERROR

[138]:STATEMENT:[fnd.wf.monitor.webui.GraphMonitorCO]: URL could not be connected
[138]:STATEMENT:[fnd.wf.monitor.webui.GraphMonitorCO]:Exception in getHtml: java.lang.NullPointerException
[138]:STATEMENT:[fnd.wf.monitor.webui.GraphMonitorCO]:Complete Exception stack is:
[138]:STATEMENT:[fnd.wf.monitor.webui.GraphMonitorCO]:java.lang.NullPointerException at java.io.Reader.(Reader.java:78)


STEPS

The issue can be reproduced at will with the following steps:
1. Workflow Administrator Web Applications"
2. Click on "Status Monitor".
