The LAST_UPDATE_DATE Column In PA_EXPENDITURE_ITEMS_ALL For IC Transactions Is Not Getting Updated (Doc ID 2533748.1)

Symptoms

The last_update_date is not getting updated with the sysdate by the system. This is happening specifically for Intercompany transactions.

Below are the steps to reproduce the issue.

1. Consider a few already processed (meaning cost,revenue and Intercompany Invoice processed).
2. Mark them all for "Recalculate Cost/Revenue". This is done WITHOUT any setup changes. The last update date is changed to sysdate.
3. Run the relevant programs.
a. Run the PRC: Distribute Labor Costs: The last_update_date is changed to Sysdate. The CC_IC_PROCESSED_CODE is set to 'N'.
b. Run the PRC: Distribute Total Burdened Costs: The last_update_date is changed to Sysdate. The CC_IC_PROCESSED_CODE is still 'N'.
c. Run the PRC: Generate Intercompany invoice for a singel program. The last_update_date is NOT changed to Sysdate. The CC_IC_PROCESSED_CODE is set to 'Y'.
