Able To Import A Local Contract Agreement Via PDOI

Expected behavior
User should not be able To Import A Local Contract Agreement Via PDOI

Steps to Replicate

  1. Populate PO_HEADERS_INTERFACE with GLOBAL_AGREEMENT_FLAG as "N"
  2. System allows to import Contact agreement with GLOBAL_AGREEMENT_FLAG as "N", where as it should not be allowed
    as per - Bug 13476097   : CANNOT UNCHECK GLOBAL FOR CONTRACT PURCHASE AGREEMENT
    It is not possible to create local contract agreements in R12. The global  checkbox cannot be de-selected in the form.
