Order Entry Response Time Slow When Entering Lines for specific customers

Expect performance to be faster than 15 seconds.

The issue can be reproduced at will with the following steps:
1. Connect to Applications using an Order Management Responsibility
2. Open the Sales Order Form.
3. Create the Order Header
4. Go To Lines Tab.
5. Enter line, Item, Qty and price will default and everything looks normal
6. Move to next line and now cursor control spins and takes average 15 sec, this is happening for only specific customers.
Same item and Org for other accounts just take 2 sec and performs normally.

we enabled Trace with binds and waits just before moving to next line and got tkprof for bad customer and other normal good customer to compare. upon reviewing trace files it shows the issue is with Tax call which calculates tax based on Zip codes and geographies, this explains why the issue is specific to only certain customers.
Order Diagnostics, OM Debug and Trace with Tkrpof for good and bad customers is uploaded.
