Sales Orders Are Not Enabled For Delivery And Reservation Process (Doc ID 2534586.1)

Symptoms

On : 12.1.3 version, Transaction Entry

ACTUAL BEHAVIOR
---------------
Orders are not enabled for the delivery and reservation process

We have 18 orders (sales orders) which we cannot continue with, they do not get enabled to execute the delivery process.
The orders are imported via concurrent 'Importação da Ordem' for internal requisition and stay with Registered status in OM not allowing the delivery process.

EXPECTED BEHAVIOR

to be able to ship orders

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using the OM Super User Responsibility, navigate to Shipping> Transactions.
2. Using the order number, query the delivery lines.
3. Unable to find the order

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot ship orders
