Error "SQLException: Invalid Column Index:" Adding Filter To Universal Work Queue (Doc ID 2535489.1)

On : 12.1.3 version

Getting the following error while adding filter to both seeded and custom Work Queues

Error •Invalid Query. SQLException: Invalid column index.

The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Universal Work Queue - Work Provider Administration
3. Navigate to Work Provider Admin > Work Providers > Quick Filter > Create Quick Filter> Quick Filter Details > Create Filter Column
