Problem Statement:
Balance Category missing after applying HR Global

After applying the HR Global for Ireland, the balance category is removed.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. HR Global is run for Ireland legislation
2. IE HRMS Manager > Total Compensation > Basic > Balance
Query the balances and the previously configured balance categories are missing.
