Receiving the following error when applying certificate to suspended plan enrollment for life insurance plan:

APP-BEN-91455: the rate start date could not be determined

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Open Enrollment is the latest Life Event on record.
2. Enter a new Life Event
3. Elect higher level within the impacted plan
4. Attempt to apply certification
