API: Inv_quantity_tree_pub.query_quantities returns '0' values for Serial Controlled/ Unit Effective Items (Doc ID 2537553.1)

Symptoms

On : 12.1.3 version, Onhand and Availability

ACTUAL BEHAVIOR
---------------
When using the API (inv_quantity_tree_pub.query_quantities) for serial controlled and Unit effective items which are attached to a Unit Number, the following quantities are returning '0' values:

On-Hand Quantity: 0
Available to reserve: 0
Quantity Reserved: 0
Quantity Suggested: 0
Available to Transact: 0

The Material Workbench shows the item has Total Quantity = non-zero and Available to Transact = non-zero

EXPECTED BEHAVIOR
-----------------------
Expect API to return onhand quantity same as workbench

STEPS
-----------------------
Use API inv_quantity_tree_pub.query_quantities to find onhand quantities
