NVL Function Is Not Working In Flex Field Value Set When Click A DFF On A New Record. (Doc ID 2538045.1)

Symptoms

NVL function is not working in Flex field value set when click a DFF on a new record.
DFF field is grayed out with nvl expression in value set .

When the "Where" phase in valuse set is using the NVL function and ":XXXX.YYYYYY", the NVL function dose not work and the DFF will be gray out when click a DFF on a new record.
(Ex) YYYYYY_ID = NVL(:XXXX.YYYYYY_ID, 1234567)
