"JBO-28200: Validation threshold limit reached. Invalid Entities still in cache" Error When Creating a Non Catalog Request

Symptoms
When attempting to create a Non catalog request, using smart forms, and adding the supplier site, the following error occusr:
ERROR
-----------------------
1. oracle.jbo.ValidationException: JBO-28200: Validation threshold limit reached. Invalid Entities still in cache
2. TEST - Supplier site is invalid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProurement Responsibility
2. Non catalog request - smart form
3. Add supplier site
4. Add to cart
5. Error occurs
6. if the supplier site is removed then the item can be added without any error
