OE_ORDER_HEADERS_ALL.OPEN_FLAG - what is purpose/use/control?

We are building some custom queries for viewing data to help troubleshoot Sales Orders that have various problems.
We cannot find in Oracle Documentation, the purpose / function of the field OPEN_FLAG in OE_ORDER_HEADERS_ALL.
What does this field (a Yes-No setting) do, and how is it derived and set / updated by Oracle?
Some of our Return Orders in the past wouldn't allow RMA Receiving step to happen -- and the one common pattern we were ever able to identify, was the Return Order header had the open_flag= "N", while the Lines had open_flag = "Y"
We'd like to better understand the purpose and function of this field.
