Japanese Characters Showing Up As ???? on the Supplier Email (Doc ID 2539284.1)

Symptoms

After a PO is approved, an email goes to supplier.

The email body picks up the text from FND_MESSAGES.PO_PDF_EMAIL_TEXT attribute (Navigation: Application developer responsibility -> Application -> messages).

The user defined Japanese text in this message for language= JA (Japanese). It means, when a buyer logs into Application using Japanese language login and approves a PO the email should pick the Japanese language value from FND_MESSAGES.PO_PDF_EMAIL_TEXT and send the email to supplier's email.

The email is going out but the Japanese characters are showing up as ????
