UK Pay: Protected Pay Incorrect When NI_AEO is Entered After CMS_DEO (Doc ID 2540241.1)

Symptoms

Problem Statement:
Court Order of Type CMS_DEO not deducting correctly after new NI_AEO
When an NI_AEO is setup one period, followed by a CMS_DEO being setup in the following period, the CMS_DEO is not calculating correctly and is bringing an employee's net pay below the 60% protected net earnings threshold.
As the NI_AEO priority order was received/applied first, this order should take priority over the CMS_DEO


Steps to Reproduce


The issue can be reproduced at will with the following steps:
1. First period, an NI_AEO court order is entered
2. Run quickpay
3. Second period, a new court order is entered, of type CMS_DEO
4. Run quickpay
