The Repair Actuals Tab Is Missing Fields When The Tab Is Opened (Doc ID 2540379.1)

Symptoms

On : 12.1.3 version, Repair Execution

ACTUAL BEHAVIOR
---------------
When selecting the Repair Actual tab the fields are not showing.   The tab is mostly blank.
As a result users are not able to create repair actuals


EXPECTED BEHAVIOR
-----------------------
The tab should properly display all of the fields.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1: Go To Depot repair Super user responsibility
2: Open Depot Repair order form
3: Query The Depot repair order
4: Go to Repair actual Tab to create Actual line
5:  Repair Actual tab is not displaying the fields to create repair Actuals line
