R12: GMS: Record in GMS_AWARDS_TERMS_CONDITIONS Where term_id and category_id Combination Does Not Exist (Doc ID 2541140.1)

Symptoms

Record in gms_awards_terms_conditions where term_id and category_id combination does not exist in gms_terms_conditions. There are 5 records in the gms_awards_terms_conditions for the award , but there are only 4 visible when the award is queried.
The 4 visible records are stored in gms_terms_conditions.

There is a Term_id = 1 and Category_id = 2 in the gms_awards_terms_conditions table, but this combination of term and category does not exist in gms_terms_conditions. This is causing problems with the Business Intelligence reports.

Below is the query used to see the issue.

select atc.award_id, atc.category_id, atc.term_id, gaa.award_number, gtc.name, tc.name
from gms_awards_terms_conditions atc,
  gms_awards_all gaa,
  gms_terms_conditions gtc,
  gms_tc_categories tc
where atc.award_id = gaa.award_id
  and atc.term_id = gtc.term_id
  ---and atc.category_id not like gtc.category_id
  and atc.category_id = tc.category_id
  and gaa.award_number = 'award_number'
